After a hard-fought election, Gay Cowbourne defeated the incumbent Ron Moeser by just over 300 votes. Moeser, supported mainly by business interests, will be primarily remembered for missing most of the crucial votes. Gay Cowbourne, on the other hand, is a strong community activist and volunteer. Involved for 10 years with the Centennial Community and Recreation Association, Cowbourne has been active and vocal around numerous Scarborough causes, including the clean up of the asbestos-ridden Johns Manville Plant and the development of the Port Union Waterfront Trail. She is a community representative who believes in openness at City Hall.

Gay Cowbourne is on the Policy and Finance Committee, the Community and Social Services Committee, the Toronto Public Library Board and the Toronto and Region Conservation Authority.

Ward 44 is located along the waterfront at the mouth of the Rouge River, at eastern edge of Scarborough. The area has the highest rate of home ownership in the city: 82.2% of residents own rather than rent their homes. 80.7% live in houses rather than apartment buildings. The average household income in Ward 44 is $82,706, compared to a city-wide average of $69,125.
