In the 2003 election, Mike Del Grande defeated incumbent Sherene Shaw, a lackluster councillor who voted in an inconsistent way. Del Grande is an accountant and prefers to study the numbers rather than talk to people, and tends to question the financial terms of all City Council issues. Mike Del Grande received campaign help from other right wing members of council and some have argued that his campaign literature bordered on the racist. His literature called for the end of “foreign representation” under Shaw, who was originally from Guyana. Del Grande countered that this referred to the fact that Shaw lived outside of the ward. Del Grande was a member of the 'Keep the Chief' campaign to renew the contract of Police Chief Julian Fantino. Mike Del Grande is on the Works Committee and the Audit Committee. Located in the northwestern corner of Scarborough in Agincourt, Ward 39 has one of the highest numbers of newcomers in the city, with first-generation immigrants making up 78.6% of residents. This includes a huge Chinese community, which constitutes 43.3% of ward residents. Over three-quarters of residents own their homes.
