Shelley Carroll was elected in 2003 after Paul Sutherland, a confirmed member of the Lastman group in the last council, vacated this seat when he ran unsuccessfully for the PC party in the provincial election. Carroll is a former public school trustee for the area and GTA school board co-chair. In her role at the school board, Carroll opposed the $45 million in extra budget cuts to the education system imposed by the provincial government. Carroll has deep roots in the community. Some of her key issues include a revitalized waterfront, youth issues, garbage collection, recycling, and improved public transportation. She will be a progressive voice on council. Shelley Carroll is on the Budget Advisory Committee and the Striking Committee. Located in the northeastern part of North York, Ward 33 is home to many new immigrants, including sizeable Chinese, Iranian and East Indian communities. About half of the ward's residents live in high-rise apartments, and the ward is roughly evenly split between renters and homeowners.
