Cesar Palacio, a former assistant to incumbent councillor Betty Disero, won the 2003 election after Disero resigned her seat to become a lobbyist. Palacio was one of the few councillors to oppose the right-of-way proposal for the St. Clair streetcar which runs through his ward, voicing concerns of many local storeowners who fear the project will harm their businesses. He also opposed the fixed link to the Island Airport in the December 2003 session. Palacio was also a member of the 'Keep the Chief' campaign to renew the contract of Police Chief Julian Fantino. Cesar Palacio is on the Works Committee. Home to Corso Italia along St. Clair Avenue, Ward 17 has large Italian and Portuguese communities, who make up 17% and 27% of residents, respectively. 70% of residents live in houses, and 61% of residents own their homes in this ward. The average household income is $54,224, compared to a Toronto-wide average of $69,125.
