The long time incumbent in Ward 14, Chris Korwin-Kuczynski, retired from council in 2003 and this sparked a spirited race. The decisive winner in the election, Sylvia Watson, a former city solicitor, is a very polished, knowledgeable lawyer. This is one of the most impoverished wards in the city, with problems of prostitution, absentee landlords and street crime. Watson will have her work cut out for her to solve some of the local conditions but with her insider knowledge of City Hall she has made a strong start in the new council. Sylvia Watson is on the Policy and Finance Committee, the Administration Committee, the Budget Advisory Committee and the Toronto Public Library Board. Encompassing most of Parkdale, tenants' rights are a major issue in Ward 14, as it has the second highest proportion of renters in the city, at 74.7% of residents, the majority of which are in apartment buildings. Unlike other downtown wards, Ward 14 has a low rate of transit usage: only 16% of residents take public transit to work, compared to 28% city-wide.
