Susan Hall rarely speaks in council meetings but her voting record in her last term of council puts her squarely in the “mushy middle.” She was in favour of the bridge to the Island Airport and opposed increased TTC funding. She was strongly challenged in the last election by several candidates but with the split in the vote she won easily. Nevertheless, Hall does not have solid support in her ward - she won only 30.9% of votes, the lowest mandate of the incumbent councillors re-elected in 2003. This ward also had one of the lowest voter turnout rates in the city, with only 32% of eligible voters casting a ballot in November 2003. Interestingly, Ward 1 was one of the few suburban wards that supported David Miller over John Tory in the mayoral race, with 35% of votes cast for Miller, compared to 26% for Tory.

Susan Hall has been appointed the chair of the Toronto West Community Council. She is on the Economic Development and Parks Committee and was appointed to the Toronto and Region Conservation Authority.

Encompassing parts of Rexdale, Ward 1 is very ethnically diverse with a large East Indian population and one of the highest proportion of newcomers in the city, with 74.7% of its residents being first-generation immigrants. The average household income is $53,801, compared to a Toronto-wide average of $69,125.
